Preface :-

This office plays a crucial role in addressing citizens' grievances related to unauthorized constructions, encroachments, taxation, licensing, and civic administration in the jurisdiction.

Duties and functions:-

Administrative Responsibilities of Ward Office No. 04

General Administration – Overseeing and managing all administrative tasks within the jurisdiction of Ward Office No. 04.

Encroachment & Legal Actions – Controlling unauthorized obstructions and encroachments in the ward and initiating legal action as required.

Construction & Repair Permits – Issuing repair permits for construction and granting temporary construction approvals for weather sheds in residential buildings during the monsoon, upon receiving a complete application.

Hawker & Public Space Management – Removing hawkers from roads and footpaths to maintain public accessibility.

Marriage Registration – Registering marriages of residents and issuing legal marriage certificates.

Public Space Permissions & Fee Collection – Granting permissions for the use of grounds, municipal schools, halls/classrooms, pavilions, stages, and open spaces while collecting fees as per the municipal resolution.

Property Tax & Transfers – Collecting property tax, processing property transfers, collecting transfer fees, and making minor corrections as per municipal regulations.

Licensing & Compliance – Issuing necessary licenses for various establishments and ensuring regulatory compliance.

Public Information Access – Providing information to applicants under the Right to Information (RTI) Act through the Commissioner and designated Public Information Officers.

( 5) As per Section -19 of Maharashtra Municipal Corporation Act 1949 – To organize Ward Committee meetings , keep records of the minutes and send the resolutions passed to the office of Hon’ble Commissioner of Municipal Corporation.

( 6) As per Section -231 of Maharashtra Municipal Corporation Act- regarding taking action against hawkers sitting illegally , eviction of unpaved encroachments.

( 7) As per Maharashtra Prevention of Defacement of Property Act 1995 (3) – Removal of unauthorized board banners and registration of criminal cases against them.

( 8) As per Section 260 of the Maharashtra Municipal Corporation Act – Action to be taken in case of construction or work started in violation of rules or bye-laws.

( 9) As per Section -264 of the Maharashtra Municipal Corporation Act – Removal of dilapidated or likely to collapse structures etc.

( 10) According to Section 267 of the Maharashtra Municipal Corporation Act – Power to issue directions to remove a person who is illegally doing work

( 11) According to Maharashtra Municipal Corporation Act - 268 - Power of Commissioner to order release of any person in specified circumstances.

( 12) Maharashtra Municipal Corporation Act Section – 478- Construction or thing done without the written permission of the designated officer shall be considered as unauthorized.

Junior Engineer & Sub-Area Controller Ward Office No. 4 shall conduct daily inspections within its jurisdiction to ensure that no unauthorized construction/encroachment is created and any newly discovered unauthorized construction/encroachment etc. shall be removed immediately through labour. Also, notices shall be issued for any additional construction without permission and further action shall be taken. Constructions which are dilapidated or likely to collapse shall be removed. Action shall be taken on the application for repair of the construction and permission shall be given for repair. Permission shall be given for temporary weather shed/tarpaulin shed for the building during the monsoon season.

To issue the received tax bills/notices to the taxpayers through constables , to propose seizure action on the closed property for recovery of property tax , to disconnect the water supply of the arrears account holder as per the orders of the superiors , to recover property tax as per the demand. Also to submit daily reports to the ward officer regarding the newly started unauthorized construction/encroachment in the tax recovery zone under the appointment of Bit Inspector. To issue business licenses to factories , shops and various establishments within the ward area by charging the necessary fees as per the government orders and Hon. General Assembly resolution.
8 Clerk To take necessary action on the applications received under Ward E Zone 1,9,10 and 11 and submit such report/information , to take action for property transfer (change in name). To issue the received tax bills/notices to the taxpayers through constables , to propose seizure action on the closed property for recovery of property tax , to disconnect the water supply of the arrears account holder as per the orders of the superiors , to recover property tax as per the demand. Also to submit daily reports to the Ward Officer regarding the newly started unauthorized construction/encroachment in the tax recovery zone as per the appointment of Bit Inspector.

10 Clerk Correspondence with the encroachment department. Attending the action with the encroachment squad. Issuing notices to the abandoned vehicle owners in the ward area and confiscating the vehicles and depositing them in the godown. Distributing voter lists and identity cards to the BLO. Taking action to remove unauthorized boards/banners , flexes, etc. in the ward. Registering a case against the advertiser if he violates Section 3 of the Maharashtra Prevention of Defacement of Property Act 1995 as per the orders of the superiors at the necessary places.
11 Clerk To accept mail received in the ward under the Incoming-Outgoing Department and distribute the said mail to the concerned department , to grant permission to halls , pavilions , grounds and vehicle parking etc. by charging necessary fees as per the government orders and Hon. General Assembly resolutions and to look after the correspondence related to them. To tear off property transfers , assessment extracts and other minor receipts and to record the postal receipts and deposit them with the bank.
12 Clerk To take necessary action on the application received under Ward A Zone 05 and submit such report/information , to take action for transfer of property (change in name).
